Following Director Bassett's comments, we will have a panel style discussion and Q&A reviewing hot topics and trending issues from CICA conference held March 8-10, 2026 in Palm Springs! Our panel will feature Victoria Fimea, Chief Captive Analyst for the Arizona Department of Insurance and Financial Institutions; Andrew Christie, Senior Manager, EY Captive Consulting Team Americas; Jun Deng, Senior Account Manager, AIG Insurance Management Services, Inc.; and several other captive industry leaders and experts, discussing important takeaways from one of the premier international captive conferences for captive owners and service providers.

Charles "Chuck" Bassett was appointed Director of the Arizona Department of Insurance and Financial Institutions in January 2026. Chuck brings more than three decades of experience in public policy and insurance regulation to DIFI. Prior to his appointment as Director, Chuck was Vice President of Government Relations and Public Policy for Blue Cross Blue Shield of Arizona. He has also practiced insurance law as an associate attorney with an Arizona-based law firm and served the Arizona House of Representatives as a staffer for the Banking & Insurance Committee and then as Rules Attorney. Chuck earned a B.A. and J.D. from the University of Arizona.
