James Bailey is Investment Director of PNC Institutional Asset Management’s Insurance Solutions Group based out of the Cleveland, Ohio office.  In this role James is responsible for investment strategy and client service efforts for all of PNC commercial and captive insurance clients.  Prior to assuming his current position James served as the head of PNC’s Derivatives Strategies Group and prior to joining PNC he was an Interest Rate, Commodity and Foreign Exchange Derivatives trader at another large financial services institution as well a hedge fund in Chicago, Illinois.  James graduated summa cum laude with a Bachelor of Business Administration in finance and with a Master of Science in financial engineering from Kent State University. James holds the Chartered Financial Analyst® (CFA) and Chartered Alternative Investment Analyst (CAIA) designations. He currently serves as chair of the Disciplinary Review Committee for the Charted Financial Analyst Institute, is the Vice Chair and Investment Committee Chair of the Kent State University Foundation Board and is the former chair of the Kent State University Alumni Association.


Evan Daniels is a Partner at Frazier Law PLLC and head of the firm’s regulatory and financial services practice. Evan advises and represents insurers and business clients on regulatory and risk management matters and often interfaces with regulators in state insurance departments and through the National Association of Insurance Commissioners. From July 2020 to January 2023, Evan served as Director of the Arizona Department of Insurance and Financial Institutions. Before his appointment as Director, Evan served in the Arizona Attorney General’s Office, where he worked on special litigation, government accountability, and consumer protection matters, including leading Arizona’s first-in-the-nation fintech regulatory sandbox.


Victoria Fimea is the Chief Captive Analyst for the Arizona Department of Insurance and Financial Institutions. She is an attorney with over 35 years of insurance and public affairs advocacy experience, including over 20 years in C-suite and senior level positions. Her extensive captive insurance experience includes serving as a Senior Vice President with an alternative risk provider where she managed the regulatory, claims, underwriting and captive formation departments, and as a Senior Vice President and General Counsel in the life insurance industry forming captive insurers for reserve financing transactions. Ms. Fimea spent several years in Washington, D.C., with a major national insurance trade association. Ms. Fimea volunteers at Northern Arizona University (NAU) to grow its RMI (Risk Management and Insurance) certificate program at The W.A. Franke College of Business, and she is an Adjunct Professor at NAU, teaching the senior year capstone course for NAU’s RMI certificate program.  Ms. Fimea has a B.S. from NAU, her M.A. from The American University School of International Service, and her J.D. from The American University Washington College of Law. She is admitted to the Bars of Arizona, California, the District of Columbia and Illinois. Ms. Fimea is the 1981 Truman Scholar for the State of Arizona. 


John Iannarelli was an FBI Special Agent and the FBI’s national spokesperson. His investigative work included the Oklahoma City Bombing, 9/11 Attack, shooting of Congresswoman Gabrielle Giffords, the Sony hack. He is the recipient of the FBI Director’s Distinguished Service Award, as well as an Honorary Doctor of Computer Science. After retiring from the FBI, John was an NFL Security Representative, overseeing game-day security throughout the football season and during the Super Bowl, and has received two Super Bowl rings for his work with the Kansas City Chiefs. John is a former Police Officer, attorney, author of five books and a highly sought-after keynote speaker who has presented to Fortune 500 companies, domestic and international audiences, the United Nations, and the Vatican, where he has personally met on several occasions with Pope Francis.


Marcus B. Osborn is the Senior Government Relations Director with Kutak Rock. He has more than 20 years of state government relations experience and has worked on a wide variety of high-profile issues, including significant changes in Arizona’s environmental protection laws, regulatory reform, tax structure and employment laws. Marcus' lobbying career began in the early 1990s when he was a lobbyist for the Arizona Chamber of Commerce where he advocated on behalf of the business community on a broad spectrum of issues. From the Chamber, Marcus was recruited to direct government relations activities at the Arizona Department of Commerce. During his tenure at the Department of Commerce, Marcus successfully lobbied the Greater Arizona Development Authority concerning legislation providing an infrastructure financing mechanism for rural communities. He also represented the Arizona Department of Environmental Quality before the Legislature and Executive branch and helped enact significant legislation in the areas of air quality, waste programs and water quality as well as improvements to the Water Infrastructure Financing Authority. Since 1998 Marcus has represented a diversity of clients in front of the Legislature and Executive agencies. His areas of experience include insurance, public transit, transportation, economic development, tax policy, environment, infrastructure financing authorities, polling, ambulance certificates of necessity, employment law, public records, campaign management, health care, regulatory reform and education. He has authored public academic book chapters on lobbying, developed strategic government relations plans for multiple organizations, and lectured on strategic planning for government relations.


Barbara D. Richardson joined the Arizona Department of Insurance and Financial Institutions (DIFI) in March of 2023.  Director Richardson brings an impressive resume of regulatory and industry experience to DIFI. Prior to her leadership appointment at DIFI, Richardson led the Nevada Division of Insurance as its Commissioner, a position she held since March of 2016. Prior to leading that agency, Richardson served for twelve years as the Director of Operations and Fraud for the New Hampshire Insurance Department. Additionally, she has worked at various times in her career for CNA, Kemper Financial, the Federal Reserve Bank in Chicago and Putnam Securities.

Richardson is a graduate of Vassar College, has a law degree from the University of New Hampshire School of Law, and an MBA from Loyola University in Chicago. She taught Insurance Law at the University of New Hampshire School of Law and Paralegal courses at Franklin Pierce College. On a national level, she has been an active member on various committees, task forces and work groups of the National Association of Insurance Commissioners (NAIC), including most recently, the Market Regulation and Consumer Services Committee, the Life Insurance Committee, the Innovation Task Force, and the Interstate Insurance Product Regulation Commission. Richardson is a member of the National Institute for State Credit Union Examination Board of Trustees and a member of the International Association of Insurance Supervisors Fintech Forum.


Daniel Rossen JD CPCU ARe,  leads the Captive Solutions and Property Underwriting practice at Origin Specialty.  He has over 35 years’ experience in insurance working at top carriers, wholesale brokerages, and MGA’s.  Daniel regularly counsels companies on captives as part of an overall risk management program.  He is a graduate of the University of Cincinnati with a BBA in Finance and went on to earn his Juris Doctor from the Indiana University School of Law. He also holds the CPCU and ARe professional designations.
