Innovative Regulation: Fostering Financial Services Innovation Through Arizona’s First-In-The-Nation Fintech Sandbox

Evan Daniels serves as Fintech Sandbox Counsel at the Arizona Attorney General’s Office, where he oversees the administration of Arizona’s first-in-the-nation regulatory sandbox. Evan co-wrote the legislation creating the Arizona sandbox and supervised the program’s launch in August 2018. Since that time, the Arizona sandbox has approved eight participants testing a variety of financial products and services related to payments, consumer lending, investment advising, blockchain, and digital assets. Upon joining the Attorney General’s Office in 2015, Evan first worked in consumer protection enforcement, primarily enforcing Arizona’s Consumer Fraud Act. Evan also serves as Unit Chief Counsel for the Government Accountability & Special Litigation Unit, which is responsible for enforcing state laws related to public money and open government. Evan is a graduate of the University of Tennessee College of Law, Norwich University, where he studied Diplomacy and International Affairs, and Arizona State University.
