Geoerge Belokas, President

George Belokas, FCAS, MAAA, is President and CEO of GPW and Associates, Inc., an actuarial and consulting firm in Phoenix. Mr. Belokas is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries, and his actuarial experience is focused in reserving and pricing for commercial lines products in reinsurance and captive insurance programs. Lines of business include workers’ compensation, property, general liability, medical malpractice, and alternative Property & Casualty insurance risks. Mr. Belokas is also experienced in various Finance and Insurance products, including vehicle service contracts, guaranteed asset protection, and tire and wheel. Mr. Belokas holds a Bachelor of Science Degree in Mathematics from Arizona State University. He is the President of the Arizona Captive Insurance Association and is a Past President of the Casualty Actuaries of the Desert States.

Marcia Philpott, Co-Vice President

Marcia holds a BBA in Risk Management and Insurance from The University of Texas in Austin and a MBA in Risk Management and Insurance from Georgia State University in Atlanta.  She has over twenty five years of experience in the risk management and insurance field working with various corporate risk management groups and on the broker side of the industry.  Currently, Marcia is the Manager of Insurance Services at Salt River Project (SRP).  SRP is the third largest public power company in the USA and provides water and power in the greater Phoenix area.  Marcia has been involved directly in the captive insurance business for over ten years.  SRP has an Arizona domiciled single parent captive, SRP Captive Risk Solutions, Ltd.  She is a current board member and past President of the Arizona Captive Insurance Association.  She is also an active member and past President of the Central Chapter of the Risk and Insurance Management Society.

Allan is a Client Service Leader and Senior Vice President with Marsh’s Captive Solutions Group.  He is responsible for oversight of client service teams that manage the daily activities of insurance companies, strategic captive program design, and new business development.  Allan’s unique brokerage background provides expertise in broader risk strategies, tools and resources that captives utilize.  His focus on both short and long term strategies sets a road map and helps a captive work in concert with the parent or group’s holistic risk program.




Rae Brown, CPA, Treasurer

Ms. Brown joined GPW and Associates, Inc. (GPWA) in 2017 and is currently Assistant Vice President, Captive Insurance Solutions in Phoenix.  She has focused her entire 35+ year career in tax, accounting and financing, joining the captive insurance industry in 2008.  In her position, she specializes in captive insurance for large companies and group captives. Prior to joining the captive industry, she held positions as Vice President of Finance and Corporate Controller for various companies as well as owning a public accounting firm.



Andrew Christie, Director

Andrew Christie works closely with EY’s captive insurance tax experts to provide a multi-layered captive product offering. He previously served at Aon for more than 12 years, most recently as director. In this role, he led a team of captive accountants and executives to manage the largest captive insurance book in Arizona. Before this, he was a senior consultant specializing in captive feasibility studies and utilization studies, including insurance program design, captive domicile and financial projection analysis.



Tasha Cycholl, Director & Public Affairs Chair

Tasha concentrates her practice on insurance regulation and corporate and administrative law. She regularly advises insurance companies in preparing annual and other regulatory filings, defends insurers and producers against administrative enforcement actions, prepares responses to inquiries or complaints from regulators and assists in the formation of traditional and captive insurers, including the preparation and negotiation of applications required to obtain regulatory approval. Her practice covers all aspects of insurance regulation, including market conduct and financial examinations and regulation, rate and policy form matters and reinsurance issues. Tasha also has extensive experience obtaining regulatory approval of mergers and acquisitions of insurance companies.



Adam Ehrenreich, Director

Adam Ehrenreich is a Senior Account Manager in Strategic Risk Solutions (West) Inc.’s Phoenix office, where he oversees the servicing of both pure and group captives spread across a number of different industries. He holds both Bachelor of Science in Business Administration with an emphasis in Accounting and Master of Accounting degrees from the University of Arizona, and has been an Arizona licensed CPA since 2017.

J. Michael Low is the owner of Arizona Captive Boards, LLC. Mr. Low has been an attorney in Arizona since 1973. His practice has included representation of insurers, insurance associations and institutions before the Arizona Legislature and the Arizona Department of Insurance, as well as other state insurance departments. His practice also has included a wide range of insurance-related representations, including litigation consulting, coverage opinions, arbitrations and mediations, and insurance corporate and regulatory matters including forming and licensing more than 30 captive insurers. He was influential in passing the captive insurance law in Arizona. He has authored reports and given expert witness opinions in over 100 matters in state and federal courts involving life, health, property and casualty insurance coverages, including claims handling and bad faith issues. During his term as the Arizona Director of Insurance (see below), he lobbied the Unfair Claims Settlement Practices Act through the Arizona Legislature and then adopted the Unfair Claims Practices Regulation. Mr. Low has been a guest speaker before various groups and organizations on a wide range of insurance issues. He has served as President of the Arizona Captive Insurance Association (“AZCIA”). He has been a featured speaker at the annual meeting for the Captive Insurance Companies Association (“CICA”). He has served as an adjunct professor of law at the Arizona State University College of Law teaching third year insurance law. Mr. Low currently sits on the boards of over 20 Arizona captive insurers. Mr. Low was the Arizona Director of Insurance (1980 – 1984), Director of the Arizona Department of Administration, Chairman of the Governor’s Cabinet and the Chairman of the Governor’s Regulatory Council (1984 to 1985). Mr. Low was a partner with the law firm of Jones, Skelton and Hochuli, (1985 to 1990). Thereafter, he was a founding shareholder in the firm of Low & Childers, PLLC (1990 to 2009) and later cofounded Low & Cohen, PLLC (2010 to 2014). Mr. Low was a partner at Lewis Brisbois Bisgaard & Smith, LLP from 2015 to 2017 and, most recently, was a partner with Kutak Rock from 2017 to 2022. 


Alison Mullikin, Director

Alison is a Senior Account Executive, Captive & Insurance Management Solutions with WTW.  She is responsible for serving as the reviewer and lead client representative on a portfolio of accounts, overseeing the efforts of captive management teams and serving as the primary liaison to ensure compliance with regulatory requirements.  Alison has thirteen years of accounting experience, beginning her career in public accounting with Deloitte Tax LLP in Global Employer Services.  She transitioned into captive management with Artex Risk Solutions and served as an Account Executive at Aon before joining WTW.

Andrew White, CTP, Senior Treasury Management Officer, SVP, Arizona Bank & Trust. His primary responsibilities include managing the treasury sales and service teams, and providing superior sales and service experiences for commercial clients. In addition, he provides cash flow analysis and creative solutions for new and existing clients. His primary areas of banking expertise are in Captive Insurance and Title/Escrow Services. Andrew earned his bachelor’s degree in Business and Biology from Arizona State University. As an active member in the community, Andrew serves as the Chairman of the Board for Student Expedition Program (STEP), a nonprofit organization serving low income youth.
