Rae Brown, CPA, Treasurer

Rae Brown is the Account Executive in the Phoenix office of Marsh Management Services Inc.  She is responsible for growth and development of the Arizona captive domicile.  She is also responsible for assuring high quality, responsive service regarding captive management activities; assisting clients in design, organization and implementation of single parent and group captive insurance programs.  Rae entered the captive insurance industry in 2008 following 25 years in finance and management positions outside of insurance.

Jun Deng is Manager, Risk Finance & Servicing for Starwood Hotels & Resorts, Worldwide, Inc. based in Scottsdale, Arizona. She is responsible for the management and administration of Starwood’s global property, property terrorism, casualty, marina and pollution liability risk transfer and high deductible insurance programs. This includes participating insurance program placements, providing insurance services to hotel owners, Corporate and company affiliates, ensuring compliance with global insurance and finance regulations, and managing Starwood’s single parent captive, Westel Insurance Company.

In order to continue to support captives, Aaron Smith joined the Arizona Captive Insurance Association as a Corporate Service Provider on behalf of the captive management firm Strategic Risk Solutions (West) Inc.  He has a diverse background to draw upon that allows for a fresh perspective in the promotion of captive insurance industry in Arizona.  Additionally, he supervises captives domiciled in Arizona, Utah, Michigan, Montana and Hawaii on behalf of Strategic Risk Solutions (West) Inc.

Mr. Low co-founded the law firm of Low & Cohen, PLLC in September of 2009. His practice principally includes representation of insurers, insurance associations and institutions before the Arizona Legislature, the Arizona Department of Insurance, and other governmental agencies and offices both inside and outside the state of Arizona. His practice also includes a wide range of insurance-related representation, including litigation consulting, reinsurance matters, arbitrations, and insurance corporate and regulatory matters involving the formation, merger and acquisition of insurers, including captive insurers

Vice President of Captive Management and serves on the Underwriting, Investment and Audit Committees of the captive. Over 10 years experience in the captive industry and over 20 years experience in insurance. Completed her Associate in Captive Insurance designation in 2008.

Lawrence Prudhomme, CPA, ACI, Director

Mr. Prudhomme joined GPW and Associates, Inc. in 2008 to apply his management skills and expertise in the insurance industry. He began his career with Arthur Andersen & Co. in Detroit and spent 8 years in the tax department specializing in small to mid-size companies. During his business career, Mr. Prudhomme has been in management positions in the graphic arts industry, the investment advisory business and with a Fortune 100 company. He recently achieved the Associate in Captive Insurance (A.C.I.) designation from the International Center for Captive Insurance Education (ICCIE).

Rex has been active with the Arizona Captive Insurance Association since 2010 and currently chairs the public relations committee.  As Relationship Manager in SRS’ Scottsdale office, Rex is responsible for the management of several key client relationships, the expansion of services to existing western region clients and the development of new business.  He works with several clients including captive insurance companies domiciled in AZ, MT, HI, UT and Cayman. Prior to joining the SRS team in 2016, Rex spent nine years as Senior Risk Management Consultant specializing in self-insured programs, including captive and reinsurance insurance programs, for Ashton Tiffany, LLC. He started his career with Marsh & McLennan serving as Vice President/Client Advisor for national and global risk management clients.  

Stephanie Lefkowski, Director


Stephanie brings eight years of state insurance regulation experience.  Prior to joining Aon, she worked for the State of Arizona where she regulated Medicaid insurance companies for three years and captive insurance companies domiciled in Arizona for five years.

Mark Roberts, Director

Alliance Bank of Arizona

Mark has been a member of AzCIA for the past three years and participates on the Government Affairs Committee where he has actively promoted the economic benefits of captives to Arizona congressional members.  He has built strong member relationships that have taught him the unique banking hurdles encountered by captive insurance managers and how to overcome them.
